Shirley Adams is the wife of Ron Adams, the mayor of Hardin, Montana, and answered questions for this article about the privatizing of the Hardin police. Shirley said that no such thing had occurred and that the Big Horn County Sheriff Lawrence “Pete” Big Hair and his deputies are still patrolling their city of about 3,500 residents, a town about 45 miles southeast of Billings.

I informed her that the Internet community and talk radio were rife with reports that this private security force is already patrolling their town and that they had stopped several people in town yesterday. Those same reports also stated that they were building some type of heavy duty gates at the entrances into town. “No way is that happening”, she said, “ I would know since I drive around town every day and would have noticed anything out of place” She said that her husband had been fielding a lot of calls from inquiring reporters and others peppering him with questions about the American Police Force contract.
I then called the B & H Casino, located next to the off ramp of the I-90 into Hardin, and received a friendly greeting from Danielle. She also indicated that no heavy duty gate was being installed next to the highway into town. Danielle said that she is a long time Hardinite and would know if something untoward was going on. Next I called the gas station across the street from the casino and spoke to “D”, who did not want his name used for direct quotation in this article. D indicated that he had not seen any unusual activity in town and confirmed that no heavy duty gate was being installed next to their gas station.
Now if this whole thing is starting to sound like the scene out of a movie or maybe even the sequel to Mel Brooks’ movie Blazing Saddles you may be wrong. We did confirm that the Town of Hardin, Montana held a news conference conducted by Becky Shay, the spokesperson for the “American Police Force”, last Saturday. They had shown up earlier in the week with three darkened out Mercedes SUV’s with Hardin Police decals on their side doors. She quickly debunked the fact that they were taking over policing the town and the decals have been removed. The decals included a crest that closely resembles the Serbian-Montenegro national crest making the vehicles look even more official. One of the APF principals, Michael Hilton, was born in Montenegro and has been using the vehicles as a good faith symbol in dealing with Hardin and Two Rivers Authority officials. Michael indicated that they are to be used at the new facility located at 1015 N. Lessard Avenue in Hardin, Montana.
Mayor Ron Adams pointed out that no agreement with the American Police Force had yet been approved by the Hardin City Council but left the door open speculation. He said that the Two Rivers Authority had a deal in the works to lease out their empty jail facility for 10 years with the APF people that would bring a much needed boost to the economy of Hardin. He asked for that the decals on the “patrol” cars to be removed and Michael Hilton has complied.

“The lead public figure for American Police Force, Michael Hilton, said more than 200 employees would be sought for the jail and a proposed military and law enforcement training center.
Hilton also said he planned a helicopter tour of the region in coming days to look at real estate for a planned tactical military training ground. He said 5,000 to 10,000 acres were needed to complement the training center, a $17 million project.”
The private security angle came up in April 2009 when the Two Rivers Authority and the Hardin City Council started looking into the possibility of housing enemy combatants, currently detained in Guantanamo Bay (akaGitmo), Cuba, in their recently completed but still sitting empty detention center. In May 2009 a business called the American Police Force (”APF”) registered their domain name as americanpolicegroup.com. The next thing APF is making promises to the City of Hardin and the Two Rivers Authority in order to finalize the contract to lease the private jail as well as build a police training facility and includes taking over policing their town.
The APF has as of yet not been made aware that the State of Montana has a constitution that forbids the creation of a private police force. Those were called posses during the lawless Wild West days in Montana back in the late 1800’s. Citizens are now more law abiding and in fact the worst thing you can get caught at in Terry is going 29 miles in Spring Street’s 25 miles per hour zone.
APF could be in the process of applying for the license but it would take the legislature or the Governor to give their final approval. Meanwhile better be watching out for one of those black Mercedes SUV’s to pull up behind you and turn on its siren. It could be the American Police Force hitting your town.

She is not even from hardin , nor knew who my parents were, which if you ask anyone who is anyone in hardin, they know who my parents are.

I will also contact Ron Adams, the Mayor of Hardin to obtain an answer to that same question.
The question about GITMO detainees being transferred into this facility is still up in the air.

Considering the only thing one might have to go on is speculation, this prison could be where the GITMO prisoners might be housed. If that’s the case, it is reasonable that the community has some input and not be kept in the dark.

It’s a little more than strange that a hired security company for an empty prison would put “Hardin City Police” stickers on their Mercedes vehicles, refuse to answer questions as to who they are, where they came from and who finances them (all of which is seen in the video news reports). They give a company address that the news reporter said goes to an office that has never heard of them. The town politicians seem to be slobbering over themselves (also seen and heard in the news reports) about what a great company this is and how they have “100 percent confidence” in them while giving circular answers (or no answers at all) about the contract details. Kerri Smith’s statement “We can’t panic, just go with the flow and everything will be alright” (also seen on the video news report) would be enough for me to perform a function check and load magazines if this was happening in my town. My reaction (and other people like me) is not even close to being “Over the top” or “Paranoid”. If you don’t react to blatantly unconstitutional actions, than you are complicit with them.
It seems to me that:
1) The local politicians can’t see clearly with all the dollar signs in their eyes.
2) “American Police Force” is the worst name, ever.
3) The website for this company advertises themselves as a world wide para-military organization for hire by anyone.
4) Either the local news is fabricating this entire story or there are some serious shenanigans going on with this contract.
5) You should never come “to the conclusion that its nothing” when a private company illegally places “City Police” stickers on their cars and tries to tell you it’s a “Symbol of Good Faith”.

These politcians now days, can’t tell the truth. They just find a way to lie.
Keep watch. If it is true, don’t hide, don’t let them get what they want. If we let them open the gate, it will be like a broken dam. If it is false, OK. Just keep an eye on it.

this sounds like the attitude of poland when the nazis moved in. wake up america, do not give up any more rights. if you think they can’t do anything they want without our approval, where did the irs come from?? it was never voted on or passed as a bill by congress. we need to take control again, write our senators and congessman, demand they stick to the constitution. if we continue giving up our rights soon we won’t have them to give up. if we don’t turn things around soon russia will have more freedom for it’s citizens than the usa. if a cop stops you and asks to search your vehicle and you say ok (hey, you have nothing to hide)then you have given up your right against unreasonable search and seizure. say no. when asked what you are hiding, say “nothing I am exposing to you my constitutional right” i tell them “if you have reason to believe i have contraband, get a search warrant. but if you haven’t a justifiable reason for a judge to issue a search warrant i will sue for harrassment.” stop being sheep. thomas jefferson said, “any government big enough to give you everything you want is also strong enough to take everything you have. ” ARE WE THERE YET?

Can anyone confirm that a resident or resident’s of Hardin have been pulled over while operating a motor vehicle, or detained in any fashion by the American Police Force? I’ve read reports that this had in fact occurred. If they stopped, detained or prohibited the free movement of any citizen in Hardin then a civil lawsuit needs to be filed the with the federal court seeking redress against both the city/county and against the American Policy Force for a violation of civil rights.

Good People,
I suggest that you good people of Hardin had better well wake the hell up. My suspicion is that the gitmo answer is nothing more than a bald face lie, shoved right down your good people’s throats. The city hall sounds as corrupt as any politico you’ll find in DC. Look out for one helluva pot of trouble. I suspect the powers that be have either been threatened and thus have demonstrated their lack of courage and Patriotism; or been bought off, thus demonstrating their total lack of CHARACTER. Perhaps both. Why else behave in such a fashion? Some are too eager to “…..kneel down and lick the hands that feed you…..” The prison does not meet state code, and a judge cannot simply rule for an exception. He does not possess the authority, neither does that mayor of your good town. Stand together as a community and ORDER that town council of yours to pull the contract and send the ” American Police Force” packing.
The hearing of these developments has brought a dark, grave concern over my soul. I fear nothing good can possibly come from this new presence. Perhaps, this prison and its keepers are intended for YOU, and your neighbors.
All of you good people of Hardin live in God’s Country, which happens to be the second home of The Almighty. Judas thought he was doing right when he sold out our Lord for thirty pieces of silver. I agree with Patriot 76. I understand completely the situation the people of Hardin are in financially, I was born and raised in a small Colorado town exactly like it. The rigged financial collapse has put great stress on my hometown and I don’t know a single person there that has a job. They are living on produce they trade for labor and meat from last years elk season, if things get much worse poaching will be the only way they can feed themselves and God help the DOW person that tries to stop that. However, that being said, the excuse of “the town needs the money and the jobs” doesn’t fly. It’s no different than the Jews in pre WWII Poland saying “Thank God we have the contract to construct these ovens”, the town of Hardin may as well start making their own cocaine and meth, it would really bring in some jobs and alot of money to the community. Its the exact same flawed logic, your city leadership is only looking at the money… as most politicians do. Many of us out here in the remaining “True America” are with you and supporting you, don’t sell your town’s soul for a handfull of worthless money they print out of thin air. I’ve never been to Hardin, but I spent a short time in Gardener and I’m sure Hardin is just as special. You are all in our thoughts and prayers.

BILLINGS, Mont. (AP) — Michael Hilton pitched himself to officials in Hardin, Mont. as a military veteran turned private sector entrepreneur, a California defense contractor with extensive government contracts who promised to turn the rural city’s empty jail into a cash cow.
Hardin’s leaders were desperate to fill the $27 million jail, which has sat empty since its 2007 completion.
So when Hilton came to town last week – wearing a military-style uniform and offering three Mercedes SUVs for use by local law enforcement – he was greeted with hugs by some grateful residents. The promise of more than 200 new jobs for a community struggling long before the recession hit had won them over.
But public documents and interviews with Hilton’s associates and legal adversaries offer a different picture, that of a convicted felon with a number of aliases, a string of legal judgments against him, two bankruptcies and a decades-long reputation for deals gone bad.
American Police Force is the company Hilton formed in March to take over the Hardin jail.
“Such schemes you cannot believe,” said Joseph Carella, an Orange County, Calif. doctor and co-defendant with Hilton in a real estate fraud case that resulted in a civil judgment against Hilton and several others.
“The guy’s brilliant. If he had been able to do honest work, he probably would have been a gazillionaire,” Carella said.
Court documents show Hilton has outstanding judgments against him in three civil cases totaling more than $1.1 million.
As for Hilton’s military expertise, including his claim to have advised forces in Iraq and Afghanistan, those interviewed knew of no such feats. Instead, Hilton was described alternately by those who know him as an arts dealer, cook, restaurant owner, land developer, loan broker and car salesman – always with a moneymaking scheme in the works.
Hilton did not return several calls seeking comment. American Police Force attorney Maziar Mafi referred questions to company spokeswoman Becky Shay.
When asked about court records detailing Hilton’s past, Shay replied, “The documents speak for themselves. If anyone has found public documents, the documents are what they are.”
Shay declined comment on Hilton’s military experience.
Al Peterson, vice president of Hardin’s Two Rivers Authority, which built the jail, declined to comment on Hilton’s legal troubles. He refused to say if he knew about Hilton’s past when the authority reached a 10-year agreement with American Police Force last month.
The deal is worth more than $2.6 million a year, according to city leaders.
Hilton has also pledged to build a $17 million military and law enforcement training center. And he’s promised to dispatch security to patrol Hardin’s streets, build an animal shelter and a homeless shelter and offer free health care to city resident’s out of the jail’s clinic.
Those additional promises were not included in the jail agreement, which remains in limbo because US Bank has so far declined to sign off on the contract. The bank is the trustee for the bonds used to fund the jail.
A US Bank spokeswoman declined to comment, but Peterson was adamant the deal would be approved.
“It’s a solid deal. That’s all I’ll say,” he said.
But a representative of a corrections advocacy group that has been critical of Hardin’s jail and has investigated Hilton’s past said city leaders dropped the ball.
“I’m amazed that city officials didn’t do basic research that would have raised significant questions about American Private Police Force and Mr. Hilton’s background,” said Alex Friedmann, vice president of the Private Corrections Institute.
Hilton, 55, uses the title “captain” when introducing himself and on his business cards. But he acknowledged it was not a military rank.
He said he is naturalized U.S. citizen and native of Montenegro. Aliases for Hilton that appear in court documents include Miodrag Dokovich, Michael Hamilton, Hristian Djokich and Michael Djokovich.
One attorney who dealt with Hilton in a fraud lawsuit referred to him as a “chameleon” and he has a reputation for winning people over with his charm.
His criminal record goes back to at least 1988, when Hilton was arrested in Santa Ana, Calif. for writing bad checks.
Beginning in 1993, Hilton spent six years in prison in California on a dozen counts of grand theft and other charges including illegal diversion of construction funds.
The charges included stealing $20,000 in a real estate swindle in which Hilton convinced an associate to give him a deed on property in Long Beach, Calif., ostensibly as collateral on a loan. Hilton turned around and sold the property to another party but was caught when the buyer contacted the original owner.
After his release, he got entangled in at least three civil lawsuits alleging fraud or misrepresentation. Those included luring investors to sink money into gold and silver collectible coins; posing as a fine arts dealer in Utah in order to convince a co uple to give him a $100,000 silver statue; and, in the case involving co-defendant Carella, seeking investors for an assisted living complex in Southern California that was never built.
Carella said he was duped into becoming a partner in the development project and that Hilton used Carella’s status as a physician to lure others into the scheme. He was described in court testimony as a “pawn” used by Hilton to lure investors.
Those involved with Hilton say he is an accomplished cook with a flair for the extravagant – wining and dining potential partners, showing up at the Utah couple’s house to negotiate for the silver statue in a chauffeur-driven Mercedes.
“This is the way we got taken,” said Carolyn Call of Provo, Utah, who said she gave Hilton her family’s silver statue to sell on the open market.
According to court documents, Hilton turned around and gave the statue to an attorney to pay for his services.
Two California attorneys said Wednesday that after learning of Hilton’s latest activities they planned to follow him to Montana to seek payment on the outstanding judgments against him.
“Once I know that there is an asset or some sort of funds to go after, we’ll go after it,” said Call’s attorney, Roger Naghash.

I don’t watch a lot of TV, but one of my favorite shows that was only on CBS for 2 seasons was “Jericho” It was about a small farming and salt mining town in Kansas that was under tyrannical siege from such a contractor group after most most major cities were destroyed with nukes. They even took over the US Army until the Colonel in charge of the Jericho area was finally convinced by the local Militia/town’s people.
I advise to watch this fictional yet very believable series on video.
Please rent this show and watch every episode from both seasons. We can all learn a lot from this.

My first and abiding impression of this thing is dark and foreboding. An international paramilitary force sent to replace a town’s local police or sheriff dept., and take control of the town’s security and a big jail? Whoever set this up is not there to enjoy a pure, rural Montana life.
Is Hardin a hotbed of violent, anarchistic plotting radicals who need to be rounded up and jailed before they bring down the whole nation? Big black SUV’s with dark tinted windows do not bear good tidings.
This strange invasion needs to be tracked back to where it came from, with straight answers. If I lived in that great little town, I might keep an open mind… alongside a loaded magazine.

At first I thought that this APF was rolling into town and taking away police powers and was hoping the people in Montana would revolt but a little research and found some posts from people living in Harding and come to find out its all garbage. APF is just a contracted secrity firm that is looking to run the prison there. No big deal. In New Mexico we have CCA corp and Wackenhut that runs some of the prisons here and yes there are bona fida bad guys in those prisons not innocent people that just got rounded up because they had a gun or grandma was a Christian. Granted just the name American Police Force is an eyebrow raiser and perhaps they need to rename their outfit but I don’t think its a cause for alarm. Also appears they are into the PMC (Private Military Corp.) gig like modern day mercenarys which is interesting. By the way in case anyone was wondering yes I lived in Montana some years back and planning to return but live in New Mexico.

Write the APF, if you can find a mailing address for their lawless asses. Tell them “We the People” wish for you and all your personnel, to leave our lands (longitude & Latitude) AS SOON AS POSSIBLE AND NEVER COME BACK. Trespassers will be SHOT and Survivors will be shot again.”
Have all your friends and family sign the letter and you have a grand Jury determination:)) Notarize it and send it to them.

I went on the KURL8 website and there was nothing there so I contacted Joel at Channel 8 and was directed to a kurl.com site, and was told to use the search button.
That website does not exist.
I tried KURL.com and found an index page with no pertinant info
